The Reserve Bank of India compiles the budgets of the State Governments and the UTs of Delhi, Puducherry and Jammu and Kashmir into its annual study State Finances: A Study of Budgets. Treasury bills held by each State and UT at end-March, in rupees crore, in two columns: intermediate treasury bills (ITB) and auction treasury bills (ATB), at each end-March from 2017. Many cells are blank because a State holds no bills of one kind; the table is a record of which States keep surplus cash invested in these bills and how that changed. Three editions are included (2023-24, 2024-25 and 2025-26). Each edition gives the accounts of the year before last, the revised estimate of last year and the budget estimate of the budget year, so a year can appear in several editions with different estimate types and slightly different values. The table has 1,218 rows, one per State or UT, reference period, estimate type and measure, with the State name as printed beside its LGD code.
