Outstanding guarantees of State Governments, 2007 to 2026, RBI State Finances 2023-24 to 2025-26

Description

The Reserve Bank of India compiles the budgets of the State Governments and the UTs of Delhi, Puducherry and Jammu and Kashmir into its annual study State Finances: A Study of Budgets. Guarantees given by each State and UT government and still outstanding at end-March, in rupees crore, as a yearly series from 2007 to the budget year of the latest edition: actuals for past years and revised and budget estimates for the latest two. Guarantees are contingent liabilities: they become State debt if the guaranteed borrower, usually a public sector undertaking or a cooperative, defaults, so this series complements the debt table for judging a State's fiscal risk. Three editions are included (2023-24, 2024-25 and 2025-26). Each edition gives the accounts of the year before last, the revised estimate of last year and the budget estimate of the budget year, so a year can appear in several editions with different estimate types and slightly different values. The table has 1,674 rows, one per State or UT, reference period, estimate type and measure, with the State name as printed beside its LGD code.
