Budget provisions for each of Kerala's 1,200 local government institutions (941 grama panchayats, 152 block panchayats, 14 district panchayats, 87 municipalities and 6 corporations), from Appendix IV of the annual State Budget, for the budgets of 2020-21 to 2026-27. Each row is one local body in one budget: its traditional functions (general purpose) fund, the maintenance fund for non-road and road assets, and the development fund split into normal share or general sector, World Bank assistance, special grant, Finance Commission grants, SCP and TSP. Amounts are in Rs thousand as printed. In the 2026-27 budget the 941 grama panchayats are allotted Rs 2,205 crore for traditional functions, the 87 municipalities Rs 425 crore and the 6 corporations Rs 301 crore. Use it to compare what each local body is allotted and how the formula funds differ by size and tier; the amounts are budget provisions, not releases or expenditure.
1. Downloaded the Appendix IV PDF of each budget from the Finance Department's budget documents page (finance.kerala.gov.in/bdgtDcs.jsp) and kept it in PRI's data store with its SHA-256 hash. Only the portal page has an Internet Archive copy; the PDFs could not be archived there. 2. Read the two local-body-wise tables of each tier (traditional functions and maintenance of assets; development expenditure) from the PDF text layer by word position: each figure was assigned to the printed column number nearest to it, so blank cells stay blank and a printed 0 stays 0. English headings were checked against the column map of the layout. 3. Joined the two tables on the local body code, took the English name printed under the code, and read the district from digits 2-3 of the code (01 Thiruvananthapuram to 14 Kasaragod) with its LGD code. The block panchayat of a grama panchayat follows from its code. 4. Checked that the development columns add up to the printed total of every row, and that the tier sums of the traditional and maintenance columns match the PDF's own summary page apart from the amounts the notes say are kept undistributed. Validated with pandera (one row per local body). Source documents: 1. The figures are the amounts distributed to named local bodies. Each budget keeps part of some funds undistributed, so tier totals are below the budget's own summary totals: a Gap Fund (grama panchayats Rs 10 crore, municipalities Rs 5 crore; Rs 20 crore and Rs 5 crore in 2026-27), special grants, Finance Commission health grants, tied grants of million-plus cities and external aid for solid waste management. In 2021-22 only one third of the maintenance fund (both columns) is distributed, in 2022-23 only one third of traditional functions and of the development normal share, SCP and TSP, and in 2024-25 only one third of road maintenance; the rest is held back. Years are therefore not comparable without the notes of each Appendix. In 2021-22 the 15th Finance Commission grants were held undistributed, so those columns are blank. The 2025-26 file is the revised (modified) Appendix IV and its development tables have no text layer, so the development columns are blank for that year. These are budget provisions, not releases or spending. Block and district panchayats print a general sector amount instead of a normal share. Local body names are as printed in English. Budgets before 2020-21 and the alteration booklets of the 2021 and 2026 revised budgets are not included.
